About the role

Duties

  • Performs broad in-depth analysis on multiple management systems and applies this information to complicated precedent type cases to resolve especially difficult and sensitive, out of balance conditions associated with processing actions within accounting systems.

  • Examines accounts or resolves difficult reconciliations requiring an analysis of adjustments and corrections in accounts.

  • Reconstruct inaccurate accounts, gathers and organizes information for inquiries and resolves problems referred by managers, employees, congressional inquiries, etc.

  • Coordinates with internal/external financial/program management personnel to resolve issues and/or prevent accounting errors.

  • Uses computer master file systems, document processing and the effects of transactions on existing records to modify normal automated processes in existing accounts while protecting historical data.

  • Schedules, runs, and analyzes various fiscal accounting reports, such as the Master Update Error report, AXol (Government Purchase Card) line of accounting report, and Master Update Listing for the Account Processing Code (APC) candidate file.

  • Performs other duties as assigned.

Qualifications

The basic qualification requirements are indicated below. These requirements must be met in addition to all military requirements and selective placement factors indicated in order to be considered qualified for this position. Applicants selected for a position at a trainee level will be promoted non-competitively upon completion of the established Individual Development Plan (IDP) along with the recommendation of the supervisor.

General Experience:
Experience, education, or training involving arithmetic principles, attention to detail, and application of established procedures for recording and compiling data. Experience using computer and automation systems.

Specialized Experience (GS-06): At least 9 months experience, education, or training validating accounting data, analyzing unusual trends for corrective action, maintaining and researching records, and preparing reports. Experience in correcting coding or other errors that result in computer generated rejects.

Specialized Experience (GS-07): At least 12 months experience, education, or training validating accounting data, analyzing unusual trends for corrective action, maintaining and researching records, and preparing reports. Experience in correcting coding or other errors that result in computer generated rejects.

Specialized Experience (GS-08): At least 18 months experience, education, or training of total accounting procedures. Experience planning, organizing and coordinating work in order to resolve problems that occur.

Statement of Differences
Duties and responsibilities for the GS-06 are as described in the basic position description for the GS-08. The position has been established at the GS-06 for a temporary period of time to facilitate recruitment. The incumbent selected will perform the duties as described in the basic position description under closer supervision than originally intended. It is anticipated that as proficiency is gained supervisory controls will gradually be lessened and full performance permitted. At such time, recognition will be given to the performance of assigned duties as envisioned in the basic position description.

Quality of Experience
Length of time is not itself qualifying. The applicant's experience will be evaluated on the basis of duties performed rather than strictly on the rank of the individual. The applicant's record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position.

Education

Substitution of Education for Specialized Experience:
Completion of 2 academic years of education in an accredited college or university will satisfy the requirements for GS-4 positions. Only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience for GS-6 positions.

Applicants who are substituting education for specialized experience (totally or partially) must submit either an official transcript or statement from the registrar, dean, or other appropriate official of the OPM approved educational institution (military schools & most technical schools included).
