Accountant

Duties

You will:

• Serve as the Agency's Technical Expert in the preparation of the Agency's audited accounting/financial statements.

• Plan, direct, and provide guidance for financial programs under legislation.

• Evaluate financial data and compile special reports related to financial statements.

• Communicate the organization's strategic plan, mission, and vision to the team and outline deadlines for project and assignment completion.

Qualifications

You need a degree or combination of education and experience as described below to qualify for this position.

Accountanting: You must have a bachelor’s degree in accounting or a related field such as business administration, finance, or public administration with 24 semester hours in accounting (up to 6 hours in business law counts toward these hours); OR a combination of education and experience with at least 4 years of experience in the related field. You must also have one of the following: 1) 24 hours in accounting or auditing courses which can include up to 6 hours of business law 2) Certificate as Certified Public Accountant/Internal Auditor or 3) Completion of a degree that included substantial course work in accounting or auditing, e.g., 15 hours, provided that (a) you have successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that you have demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described above and (c) except for literal nonconformance to the requirement of 24 hours in accounting, your education, training, and experience fully meet the specified requirements.

In addition to the educational requirements, we are looking for at least one year of specialized experience related to this position as described below:

To qualify for the GS-14 level, you need to have at least one year of full time experience defined as interpreting and/or applying financial standard such as (FASAB, USSGL and OMB) in support of auditing financial statements.

Your answers to the on-line assessment will be used to evaluate your competencies in the following areas: 1) Skill in interpreting/applying Federal Accounting Standards Advisory Board(FASAB), Standard General Ledger(USSGL), Office of Management and Budget(OMB) and other applicable standards and requirements; 2) Ability to serve as a liaison to organizations on technical matters concerning financial statement content and preparation; 3) Skill in devising plans, methods and procedures for implementing financial and accounting reporting processes, programs, and standards; 4) Skill in developing briefing documents, financial reports, issues papers and recommendations related to accounting and financial management issues; 5) Skill in using spreadsheets, databases, and other tools to evaluate large amounts of financial and accounting data; 6) Skill in analyzing accounting and financial data and determining the impact on federal financial report and general ledger accounts: 7) Ability to lead a team; 8) Skill in developing project plans and setting goals for major projects.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
