About the role

Duties

Position Summary: Trusted advisor on all matters financial ensuring compliance with the Chief Financial Officer (CFO) Act as well as applicable laws and regulations. Responsible for the management and oversight of appropriated and Depot Maintenance Working Capital Fund (WCF) accounts, while coordinating with supply chain management activities.  Perform in-depth analyses that support budget preparation, execution reporting, re-programming actions and account closeout processes.  Accomplishes business case analyses/economic analyses that provide strategic business solutions to decision makers in support of weapon system acquisition and sustainment initiatives.  Responsible for the accounting and reporting of WCF financial transactions.  Serves as the center Senior Functional for the FM enterprise wide career field ensuring timely support to resource allocation, training development, recruitment and hiring processes.

DUTIES:

Serves as a professional accountant to perform accountant to perform accounting work requiring the application of accounting principles, theories, concepts, and practices to ensure financial management and accounting systems produce accurate results and meet legal requirements.

Provides management official with professional accounting advice and assistance related to the impact of financial transactions on program operations.

Develops, analyzes, and updates the local accounting processes, policies and procedures required to capture and correlate accounting information for specific programs.

Qualifications

SPECIALIZED EXPERIENCE: You must have at 1least year of the specialized experience at the next lower broadband (NH-02), equivalent to the next to lower grade (GS-11), equivalent in the Federal Service.  Specialized experience must include serving as the trusted advisor on all matters financial ensuring compliance with the Chief Financial Officer (CFO) Act as well as applicable laws and regulations. Responsible for the management and oversight of appropriated and Depot Maintenance Working Capital Fund (WCF) accounts, while coordinating with supply chain management activities.  Perform in-depth analyses that support budget preparation, execution reporting, re-programming actions and account closeout processes.  Accomplishes business case analyses/economic analyses that provide strategic business solutions to decision makers in support of weapon system acquisition and sustainment initiatives.  Responsible for the accounting and reporting of WCF financial transactions.  Serves as the center Senior Functional for the FM enterprise wide career field ensuring timely support to resource allocation, training development, recruitment and hiring processes. This experience must have been at a level of difficulty and complexity sufficient to demonstrate the ability to perform the duties of this position.  It may have been gained in the private sector, volunteer service, military service, and/or government service, etc.

Basic Education Requirement: This position has an Individual Occupational Requirements (IOR). To qualify for this position you must meet one of the basic education requirements described below.

Completion of all requirements for a bachelor's degree in accounting from an accredited college or university; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law.

OR

Candidates may also qualify through a combination of education and experience: at least 4 years of accounting experience or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge AND 24 semester hours in accounting/auditing courses, which may include up to 6 hours of business law, OR a certificate as a Certified Public Accountant or Certified Internal Auditor.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs):  Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 

1.   Knowledge of the laws and regulations governing accounting procedures.

2.   Knowledge of the professional principles, theories, techniques, and practices of generally accepted accounting principles and standards.

3.   Abilities to gather, assemble, interpret, and analyze budget, accounting and related financial reports

4.   Knowledge of financial management systems and concepts.

5.   Knowledge of and ability to adapt concepts, principles, and techniques of disciplines such as economics, business law, statistics, and data processing.

6.   Knowledge and use of automated data processing concepts, systems capabilities, and economic usage to effectively complete assignments.

7.   Ability to plan, organize work, and meet deadlines.

8.   Ability to communicate orally and in writing.

PART-TIME OR UNPAID EXPERIENCE**:** Credit will be given for appropriate unpaid and or part-time work.  You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. 

VOLUNTEER WORK EXPERIENCE:  Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).  Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.  You will receive credit for all qualifying experience, including volunteer experience.
