The municipal council was elected on November 15, 2005, with Johannes Steensgaard as chairman of the merger committee and future mayor. The municipality houses the Central Denmark Region's central administration and political governance. Viborg Municipality was formed by the merger of the following municipalities: Bjerringbro Municipality, Fjends Municipality, Karup Municipality, Møldrup Municipality, Tjele Municipality, Viborg Municipality (1970-2006), and Hvam School District, Aalestrup Municipality. The parties to the agreement required a vote in Vestfjends in Fjends Municipality, where a majority of nearly 60% voted to join Viborg. In Gedsted (Aalestrup Municipality), a vote was also held, and they decided to follow the majority of the municipality instead of joining Viborg, with 603 votes against 594. Hvam School District (Aalestrup Municipality) joined the new Viborg Municipality following a referendum with 351 votes against 57.
