About Samusocial de Paris

The Samusocial de Paris is a Public Interest Group (GIP) whose mission - the fight against exclusion - ranges from outreach and the 115 (emergency helpline) to residential care, including emergency or hotel accommodation and social observation. In 1993, faced with the increase in the number of homeless people and the failures of aid systems, Xavier Emmanuelli proposed to Jacques Chirac, then mayor of Paris, to create a social emergency system. The Samusocial de Paris implements public policies to combat exclusion, as defined by the Code of Social Action and Families. As a player in social emergencies serving homeless people and families, it carries out national "Housing First" plan orientations in the Île-de-France region. Committed to the fight against health inequalities, strengthened by measure 27 of the Ségur de la Santé, it is involved in municipal social policies, including the Parisian Pact to combat exclusion. Our action is structured around four main public interest missions: - Propose initial contact, assessment, and orientation. - Provide accommodation, housing, care, and comprehensive support. - Regulate the supply and demand for accommodation and housing, coordinate and facilitate the network of social emergency stakeholders, and monitor individual pathways. - Observe, document, and advocate to improve the situation of the supported population. The professionals of Samusocial de Paris fight daily against the exclusion of individuals and families who are homeless and come to their aid, by assessing their situation, then offering them temporary accommodation, care, support, or referral to an aid system adapted to their situation.
