The Operator of Classified Interministerial Information Systems (OSIIC) is a national competence service created by decree No. 2020-455 of April 21, 2020. It ensures the protected communications of the highest state authorities (President of the Republic and Government) at all times and in all places. It develops, deploys, and administers classified interministerial information systems, particularly those necessary for crisis management and the continuity of the State and governmental action. The operator also implements classified communication means between the President of the Republic, foreign heads of state or government, and officials of European Union institutions and bodies and international organizations. It designs, builds, deploys, operates, and supports classified interministerial information systems, develops the SGDSN's multi-year digital strategy, and provides it with a suitable range of digital services. As such, OSIIC designs and administers the classified interministerial network ISIS, as well as the OSIRIS and HORUS telephony and videoconferencing systems, deployed on national territory and in French diplomatic premises.
