The National Order of Nurses is an ordinal institution created by the law of December 21, 2006. It carries out its missions through its departmental, regional, and national councils. Grouping all nurses authorized to practice their profession in France (700,000 as of November 1, 2019), the National Order of Nurses ensures the maintenance of ethical principles and the development of competence, essential for the practice of the profession. It contributes to promoting public health and the quality of care. The national council of the order has prepared the code of ethics for the nursing profession, enacted by decree in the Council of State (decree of November 27, 2016). This code sets out, in particular, the duties of nurses in their relations with patients, other members of the profession, and other health professionals. The Order is entirely funded by the contributions of its members. For its operations, the Order employs staff in its regional offices and at the National Council. At this latter level, support services employ lawyers, IT specialists, accountants, etc. The employment contracts signed with staff are private law contracts.
