On December 19, 2017, the Seimas adopted amendments to the Law on Cyber Security, consolidating information resource security and transferring functions for national electronic communications networks and information security incident investigation from the Communications Regulatory Authority of the Republic of Lithuania to the newly established National Cyber Security Centre at the Ministry of National Defence, effective January 1, 2018. The Law on Electronic Communications was also amended accordingly. These changes will help ensure coherent and coordinated implementation of information policy security policies and clear, consistent cyber security regulation. The National Cyber Security Centre under the Ministry of National Defence (NCSC) is Lithuania's primary cyber security institution, responsible for unified cyber incident management, monitoring and control of cyber security requirement implementation, and information resource accreditation. The NCSC's mission is to serve as the cyber security expertise center for effective cyber incident response and a robust national cyber security prevention system. Approved NCSC regulations outline the institution's main operational goals: implementing national cyber security policy, performing Security Service functions, performing national communications protection service functions, and disseminating information, research, and analysis on cyber security issues. Since 2018, the NCSC's one-stop-shop principle has provided assistance to state and business institutions, as well as residents. Within its scope of competence, the NCSC collaborates with state institutions, organizations, and other economic entities on matters concerning state information resources and critical information infrastructure cyber security.
