The Maisons & Cités group was formed starting in 2002, the date of the creation of the Etablissement public de gestion immobilière du Nord-Pas-de-Calais (Epinorpa) and then its acquisition of SAS Soginorpa, a company created by Charbonnages de France, responsible since 1986 for managing the heritage of mining housing resulting from coal mining. For more than ten years, the Group has diversified its activities, notably with the acquisition of a social housing cooperative company, Accecura Habitat, which became Maisons & Cités Habitat, allowing for the development of housing construction activities. In January 2013, the Duflot law granted the status of a social housing public limited company to Maisons & Cités Soginorpa. This transformation became effective in January 2014 with the obtention of HLM approval. The Maisons & Cités group remains a unique player in the social housing sector. Epinorpa is a public institution that was created by the SRU law of 2000. It is attached to the Nord-Pas-de-Calais Region. It is the majority shareholder of the HLM public limited company Maisons & Cités Soginorpa, the second largest social housing company in France by the number of housing units managed (62,000 at the end of 2013). These two entities each have a board of directors with specific roles. The Epinorpa board of directors is chaired by Mr. Alain Wacheux and that of Maisons & Cités Soginorpa by Mr. Jacques Vernier.
