Surveillance of an individual by intelligence services on national territory is possible without judicial intervention but is strictly governed by law and requires authorization from the Prime Minister. The GIC - interministerial control group - is the Prime Minister's service responsible for reconciling national security and privacy protection by centralizing intelligence techniques (geolocation, interception of communications, audio surveillance, collection of computer data, etc.). We process all intelligence technique requests. We implement digital surveillance, including algorithms for detecting digital behaviors that indicate a terrorist threat. We offer intelligence exploitation tools from our centers in mainland France and overseas. We destroy collected data after the legal period and stop surveillance that deviates from the authorized scope. We defend the Prime Minister before the Council of State, to which any individual who believes they have been illegally surveilled can appeal. Our operational teams provide 24/7 support to intelligence services. Our technical teams design, develop, deploy, and administer secure IT systems integrating the latest digital data processing technologies. The legitimacy of the GIC is based on its direct link to the highest level of the State, its expertise in the digital field, and the strong sense of responsibility of each of its agents. The GIC's agility is based on its internal IT development capacity and the speed of its decision-making processes, thanks to its human scale: 250 people, one-third of whom are engineers.
