The Fonds de Garantie des Victimes is entrusted with a public service mission: to compensate, in the name of national solidarity, victims of acts of terrorism, common law offenses, and road users victims of traffic accidents caused by uninsured, unknown drivers, or whose insurer is bankrupt. The Fonds de Garantie des Victimes is composed of two distinct bodies, each with its own specific board of directors, but unified management: the Fonds de Garantie des Assurances Obligatoires de dommages (FGAO) and the Fonds de Garantie des victimes des actes de Terrorisme et d’autres Infractions (FGTI). Its 350 employees, in Vincennes and Marseille, are mobilized alongside victims to help them assert their right to compensation for harm to their person, meaning all personal (suffering endured, permanent functional deficit, etc.) and economic (loss of professional earnings, adaptation costs for housing, etc.) damages suffered. They support each person physically and/or psychologically injured and accompany them over time until their health stabilizes, as well as the loved ones of deceased or seriously injured victims.
