The National Agency for Digital Investigation Techniques (ANTENJ) is a national agency under the French Ministry of Justice, whose missions are detailed in Decree No. 2017-614 of April 24, 2017. Since 2017, ANTENJ has been tasked with steering the government’s strategy regarding digital forensic investigations (interception of communications, geolocation, and analysis of digital environments). In this way, it contributes to the fight against serious crime, organized crime, terrorism, and drug trafficking. In this capacity, ANTENJ designs, develops, and centralizes state-of-the-art sovereign digital tools, which it makes available to stakeholders in the criminal justice system, particularly judges and investigative units within the National Police, the National Gendarmerie, and Customs. In particular, it operates the National Platform for Judicial Interceptions (PNIJ), which is governed by the Code of Criminal Procedure. The Agency draws on a wealth of experts from various specialties (telecommunications, cybersecurity, network infrastructure, investigations, etc.) representing different ministries. It maintains constant contact with government agencies, electronic communications operators, and companies active in the internal security and defense sectors.
