The China Academy of Information and Communications Technology, formerly the Telecommunications Research Institute of the Ministry of Posts and Telecommunications (established in 1957), became the Telecommunications Research Institute of the Ministry of Information Industry in 1998. It was renamed the Telecommunications Research Institute of the Ministry of Industry and Information Technology in 2008 and adopted the new name "China Academy of Information and Communications Technology" (hereinafter referred to as "CAICT") in 2014. It is a research institution directly under the Ministry of Industry and Information Technology. Adhering to the mission positioning of "a national high-end professional think tank and an industry innovation and development platform" and the cultural values of "dedication, practical learning, prosperity, and long-term vision," CAICT has witnessed the historical process of China's information and communications industry growing from small to large and from weak to strong. It has participated in major decisions at various critical junctures, playing a strong supportive role in major strategies, plans, policies, standards, and testing and certification for industry development. It has played an important role in promoting the leapfrog development and industrial innovation and growth of China's communications industry. Since 2012, CAICT has adhered to the principle of "grasping reform, promoting innovation, optimizing structure, and stabilizing growth" and has taken a series of measures to advance its work. In 2015, CAICT launched a new strategic transformation, actively planning and advancing various tasks in accordance with the new layout of "four major areas, five major businesses, and six professional fields." It leverages the leading advantage of the telecommunications industry, strengthens the comprehensive advantage of the internet, establishes new advantages in informationization, and forms new highlights in the integration of industrialization and informatization. It plays a core supporting role in the formulation of major national ICT strategies and policies, an important leading role in ICT industry innovation and development, and has a high influence in the international ICT field. By 2020, it aims to become a national high-end professional think tank and an industry innovation and development platform, making greater contributions to the nation's realization of the two major strategies of a cyber power and a manufacturing power, as well as the goal of deep integrated development of industrialization and informatization.
